This building is from the communist period, back in the '70s - '80s. Initially, the balconies were all open, but residents gradually started to close them off... But each in his own way. This is why a lot of the apartment buildings in Romania look like many apartments just squished together. The city hall renovated its facade, but the apartments still have a little something that's unique.
