That is not true of all IS lenses. with Canon glass only the early generation lenses required this, the newer Canon (and more recent Nikon) lenses can have the IS left on when using a tripod without ill effect. I myself would still switch it off to save battery life but it is not a requirement.

Then some of the Nikon lenses may still require it off, I know the new superzoom doesn't as a friend has it and double checked for me, the Canon ones haven't needed to have it switched off in a few years.
