I don't know if this boat still goes out to the open sea, and if it ever did. I wouldn't like to be on board... :|

I know it looks ugly but a lot of boats that sail salt water do. It doesn't take very long for a boat to get moldy looking. Of course this could use a coat of paint but I'm guessing it's a worker and the owner just doesn't get much of a chance to pull it out of the water for maintenance unless necessary. Can't make money when it's dry docked. It is not cheap to pull a boat out with a travel-lift.
About the photo, try getting in closer for some shots of detail. I'm sure it's a treasure chest.
n better weather I'll be getting some photos of similar subjects. I work at a marina and get to see boats of every size and make.
