Is a video movie taken in HD on a 16mg dslr camera better than on a 12 mg camera?

It depends on the camera and its functions. For instance, my phone is just 8 or 10 Megapixels, but it shoots really outstanding 1080p video. My DSLR camera, though, takes better shots - but not that much better. In general, I've seen that videos taken with a DSLR camera have more intense colors.

Not necessarily. Quality depends on much more than just megapixels..

As video resolutions appear to be fixed values (e.g. HD = 1280x720 and Full-HD = 1920x1080), I would guess that, as Korry suggests, lots of other possible differences between the two cameras might affect movie quality, such as frame rate, image compression, type and size of sensor, and quality of lens.

Cheers.

I may be wrong, but I think that the type of memory card plays a part.

Not as much, I think. As long as it works as intended, I doubt the memory card makes a difference.
