Can anyone point me in the right direction to learn how to recolor using hex values? We are paying people to recolor photos and if I could do them myself I'd save my boss time and money.

Screenshot shows what I want to do. I have the lipstick sample color on there, pull the color and hex value by the eye dropper tool. I just don't know how to get the original lipstick to change to the new hex value color and still look realistic.
