So what's the best/easiest way to get sepia tone in Photoshop (or similar)? I've been messing around for awhile and can't get it right.

There is an action in the Default Photoshop action set for doing sepia. It is not fabulous, but it not bad, and it gives you an adjustment layer so that you can fine tine the look.

I don't know about easiest but once I have a B&W image I usually tone it up in the Pantone Sepia through Duotone in PS.
